Casual Towny Let all towns hit 90 members, no matter if it's a capital or not

There's a weird law that you'd only know about if you have more than 1 major town.
If your town is not a capital of a nation, it cannot have over 75 members.
This would be fine if not for the fact that you can bypass it, via merges. Some nations have multiple over 75 member towns, such as Roma, NATO, and Militia-Imperium.
This causes a lot of issues with people going out of their way to gain more members outside of their nation.
It causes issues with how certain commands work.
It shouldn't be a rule at all considering that 1. Most people faced with the dilemma just get around it, and 2. This causes issues with some /n commands, and leads to messy scenarios, some of which I'd rather not let myself figure out by testing them.

The game "rule" shouldn't exist, because no matter what, anyone can make a 90 player town, and it only leads to the strangest list of issues.

The limit should be 90 people for everyone. If the goal was to prevent people from no-lifing SMPEarth, they wouldn't have made it so that 90 people can join a capital, and only 75 people can join a normal town.
